AssessmentHospitals are open and in construction, but the programme remains amber and much delivery lies in later waves extending to 2040.

Limitations

  • The programme counts schemes, hospitals and construction projects in different contexts; they are not interchangeable.
  • A delivery-stage baseline matching the annual report categories at the January 2025 reset has not yet been imported.
  • An amber NISTA rating reflects programme delivery confidence, not a prediction that every scheme will miss its date.

Money allocated, an announcement or an activity is not treated by itself as evidence of delivery. Timing and correlation do not establish causation.
